The Social Care of the Detainee Abd El Moneam Jamal El Dean and His Partners has a Priority in Mothers Day.

The ministry of Interior declared that on the occasion of Mother’s Day the ministry held a luxurious party for female prisoners in Alkanater Al Khairia jail, also it is agreed to give all prisoners, men and women, an exceptional visit for their families in this day.

Ministry of Interior confirmed that this action comes in the framework of its attention about the social care of the prisoners according to what is reported in the international human rights charters concerning prisoners’ rights.

Maat center received these declarations with great interest, because the issue of enforcing the international Charters concerning prisoners’ rights –is a good matter but if it is in the framework of the real respect of these Charters , and this requires firstly the equality between all prisoners in all rights.

In addition, if the political detainee is considered as one of the prisoners class because he stays in the detention camp all his detention period without committing a crime to be punished for, except that he has an opinion and an issue. In addition, this detention is not according to a judicial sentence but it is a result of an administrative resolution dominated by a political sense under the continuing enforcement of the Martial law to put security concepts above rights and freedoms. These conditions make the political detainee and his family in a state that deserves the social care the ministry gave to other criminal prisoners, except if the Ministry of Interior respects the international charters concerning human rights with a selective manner to choose what meets its trends and not contrasts with them.

These are the standers of the ministry of Interior in its dealing with the detainees and their issues, and this is proved by its record that is full of exceeding all legal legitimacy starting from issuing detention resolutions without causes , the ways of treating the detainees and their families ,depriving them of education, visiting and treatment, and torturing them if necessary, it even do not respect the judicial resolutions of releasing them and neglect the execution of them by issuing new detention resolutions to those who have release resolutions.

    I n addition, depriving the detainees of their right of visiting violates what is stated in article No.71 of the Egyptian constitution and article No.38 of law No.396 of 1956 concerning jails arrangement, also it violates the articles from No.60 to 80 of the executive regulation of the prisons’ law and the international charter of prisoners’ civil and political rights and the ideal bases in treating the prisoners in article No.79&39.

A real symbol of these exceeding cases is the case of the detainee Abd Al Moniam Jamal El Dien Abd Al Moniam, which is a real representation of thousands of the Egyptian youth behind prisons’ and detention camps’ walls, some of which we know about and some we do not know . The conditions of his detention was among twenty-six years he spent beneath the prisons’ wall and he still their.

Abd Al Moneam Jamal Eldean ,born in 7\9\1965, his first detention was when he was sixteenth years old at two o’clock am in 1981 on the background of the assassination of the ex-president Mohamed Anwar El Sadat ,he stayed in the prison for three years within which he moved to more than one detention camp or jail . Although the accused in the issue of the ex-president assassination are presented before trial, they tack their sentences, and he was not one of them, but the Ministry of Interior insist to remain his detention without a trail or an accusation. These conditions make Abd Al Moniam Jamal Eldean and forty of his partners went on a hunger strike until they are released.

Then Abd Al Mneam Jamal Eldean return to life outside the prison, he and his family thought that the suffering ended ,but it was a mere thoughts not a reality . The security body’s men used to follow Abd El Moneam and his family frequently and call him to be queried again many times they even arrested him for periods did not exceed two or three months without informing his family about his place . Abd El Moneam‘s family confirmed that he was exposed to torture every time through the query and arresting period.

In 21\2\1993 at two o’clock am Abd El Moneam was arrested again, his flat was frisked and all his properties are sized ,he stayed arrested in the security body’s headquarter in Gaber Ben Haian department for almost a month then he was sent to Abo Zaabal jail then to Torra jail ,the hard guarded jail . All these were after he was deprived of any visit and all his relations with his relatives were cut. Then he was accused of being affiliated to the outlawed group “Algehad”, he was interrogated in the security body, and then his case was sent to the military judgment, which issues a resolution of his guiltless in 30\19\1993.

At the next day of the guiltless resolution the Ministry of Interior prepared a new resolution to detain him, and he was sent to the new valley jail without informing his family about his place. Abd El Moneam stayed without visiting until 1995,after that his family knew his place through the letters they sent to him in his previous prison . These conditions continued until the Ministry of Interior allowed his family to visit him in his new jail. In this visit, his family saw an ill-treatment and an abuse to the human dignity that make them knew the real status of the detainees in this bad reputation prison. These bad status was the cause behind Abd EL Momeam’s mother ill ,she suffered of blood clot and a permanent paralyses ,she became prisoner also in the injustice that harm her son and she can not see an end for it .

Abd El Moneam and his partners has nothing but their soles to affect the Ministry of Interior to response for their rights to lead an honorable life without an abuse for the human dignity. They went on a hunger strike for 50 days among which Ministry of Interior made all its legal and illegal ways to force the detainees and their relatives to stop this hunger strike. Because of this hunger strike, Abd El Moneam was sent to the hospital of Torraa jail in a case very near to death, then his relatives edit a report about this event and about the torture, he and his partners was exposed to in the same ward.

After this event and in 1997 he was sent to Torraa jail and he was accused of being affiliated to Algehad group in the case of the returnees from Albania although he was behind the prison walls for about four years, how he can travel outside the country!

This case was interrogated before the judgment and he was has a guiltless resolution . Then the Ministry of Interior issued a new resolution to detain him and he was sent to Abo Zaabal jail and then to AL fayoom jail and again to Abo Zaabal jail in 2000and then to Torra jail in which he is stay now .

Because of all these sufferings Abd El Moneam suffers now of many chronic diseases, hepatitis, gristly sliding, pectoral allergy and osteoporosis . Abd El Moneam also has a son who did not see his father but rarely, and his parents are suffering from hypertension ,diabetics, heart diseases and many clots because of which his father now in the hospital in a case very near to death.

Now his father has no hope but to see his son who is absent for thirteen years behind prisons’ walls, now his ill body cannot carry him to see his son, he do not dream to release him as fate may not allow that but he hope that the Ministry of Interior may allow Abd El Mnoeam to visit him in the hospital ……..

The pens cannot describe this tragedy, is not the minister of interior think that Abd El Moneam and his partners deserve the social care ??????
