The Alliance of Supervision for Participation issued its Final Report about Shora Council's Elections 2007.

The Alliance of Supervision for Participation issued its final report about its supervision of Egyptian Shora Council elections under the title of "Towards New Machinery in Supervising Elections in Egypt ". Through this report the three organizations which implemented the project of supervising the supervisors (Maat Center for Juridical and Constitutional Studies, One World Association for Development and Civil Society Care, and Human Development Association in Dakahlia).

The report divided into four main axes:

The first axis :  the main political circumstances ,in which the middle renewal elections 2007 were done, were discussed amongst this axis, beginning with the report of the  president of state to amendment article N. 76 under which the first presidential elections was held between ten competitors and resulted in the election of president Moubarak with high majority. The changes followed this event was also discussed, changes in People Assembly's elections 2005, the arrival of a new political forces like the Muslim Brotherhood (88 seats), and the amendment of (34 article) of the constitution in the biggest legislative amendment process in the Egyptian  contemporary history.

The second axis:  in this axis the most famous organizations and alliances of the supervision and the strategies it used, numbers of supervisors, geographical distribution in different electoral districts was tackled. Also the theoretical frame which was depended upon of practical materials was surveyed, and forms were assessed and notes were offered about the machineries to use these forms supported with documents and materials which were gained during implementing the product. These were done in the frame of a full technical illustration process of the supervision process done by the organizations regarding the practical material or reporting the supervisors' and the voters' opinions which was done with (389) supervisors and (4038) voters with recording the most important opinions and speeches which was delivered by supervisors about the manner in which they implement the supervision process according their organizations, the most clear notes were:

- Disparity in answers about implementing the training process, as some mentioned the training implementation while others denied it, in addition to their differences in determining the training time from (1) hour to (12) hours

- Prohibiting the supervisors from being inside committees to perform their work, although this they recorded violations and transgressions without defining who they reached them.

- Many supervisors of organizations are not neutral because of their affiliation to parties and political forces, for example, supervisors of the Egyptian Center for Development, supervisors of the Egyptian Coalition to Support Democracy who are affiliated to Al Wafd party, supervisors of Ebn Khaldoon Center who are affiliated to Muslim Brotherhood group, and supervisors of Human Communication Association who are affiliated to Kefaia movement.

-Disparity of the supervisor's answers about the number of forms used in supervision, as some of them mentioned that there were no forms while others said that their were (1000) forms used.

- There are some cases of prohibiting voters, and the expiring of some election tools like phosphoric ink, lists, and the invalidity of vote counting.

- There are some supervisors who are not qualified to the primary conditions of supervision process, like education degree, or at least good level in reading and writing, even some of them did not know the supervision institution they work for, and wrote group boss' name instead of name of the institution.

-Some supervisors did not abide by supervising the committees they are sent to supervise but they leave their places or supervised another committees reached to (50) committees as some mentioned.

The third axis: through this axis the most important recommendations, the alliance gained by implementing the project and seeing how to achieve a supervision urging public participation- were discussed like:

-Activating role of the High Committee of Elections in full supervision on the election process.

-Searching for new machinery for voting achieve transparency and be more comfortable for citizens.

-Confirming the right of the organizations to supervise elections regarding its character and according to the provisions of law N.84 of 2002.

- Setting local standers for supervisors to guarantee conditions of neutrality and integrity in their characters.

-Make efforts to establish local net for supervision to help achieving harmony between forms performed organizations.

- Set clear roles for dealing with supervisors and methods of disciplining in cases they may exceed rules and conditions of supervision.

-Review local laws and legislations to permit setting the organizations' right in supervision.

-Make efforts to issue national charter to supervise elections, its forming shall be participated by all different national forces.

-Asserting the right of Arabic and International organizations to participate in elections' supervision according to the international standers.

-Review the machineries of training and preparing supervisors.

-Make effort to support methods of public supervision through setting a complete system to supervise supervisors' performance.

-Issuing an encyclopedic resource about theoretical sides of supervision process.

The fourth axis: related to what was published in newspapers about the project of Supervision for Participation.

It is worth mentioning that Supervision for Participation project (supervising the supervisors) was applied in five governorates (Cairo, Giza, Al Dakahlia, Al Fayoom, Domiaat) using (345) volunteers covered (23) electoral districts in the aimed governorates by (15) volunteers for every district.
